Layton Master Plan approved two weeks ago.
Layton City is looking for one system with one operator.
Kays Creek board to discuss contract with Layton City to perform O&M. Layton City will start draft of agreement.

Connection fee for school? Look at City’s fees for calculation of impact fees for connection fee. Layton City’s current fees are as follows:
1” Meter – $315, 1” Meter Impact Fee – $1,500
4” Meter – $2,630, 4” Meter Impact Fee – $22,500
The newly adopted fees also include the meter fees and in addition, the impact fees are charged based on the meter size and irrigable square footage.
1” Meter Impact Fee – $3,680 + $275 per 1,000 square feet of irrigable square footage.
4” Meter Impact Fee – $44,240 + $275 per 1,000 square feet of irrigable square footage.
With 14.38 acres of landscaping, the total square footage of landscaping is 626,392.80. Dividing by 1,000 and multiplying by $275 would result in a fee for irrigable square footage of $172,258
There is a non-standard impact fee calculation of $1,904 per 1 gpm that can be used in cases that don’t meet the standard formats that we have.
The old fees Layton City charges are based on the water system improvements required for build out. The new fees include water system improvements proposed to be completed in the next 10 years and are documented in the master plans and impact fee studies. With this being said, I’m not sure how you want to charge the school for the connection but I would assume that whatever way is decided, you should have some kind of explanation so that if it is questioned, it can be clearly identified as to why they are being charged what they are.

Layton City will discuss providing assistance in operating system before agreement is finalized.
